Engineering Manager – Water Utilities

Description

  • Permanent position for an Engineering Manager to manage municipal water utilities division.
  • Oversee the Engineering Division include planning and administration for both above-ground distribution system and buried infrastructure.
  • Oversee facilities and treatment infrastructure.
  • Render services for the purposes of providing potable water.
  • Develop and implement engineering planning, design, construction, startup,and testing standards.
  • Ensure everything is in accordance with local, County, State, and Federal regulations.
  • Serve as owner representative.
  • Ensure compliance with NJAC 7:20 Dam Safety Standards.
  • Be available 24/7 for standby responsibilities for any needed emergency action.
  • Lead in the development of regulatory compliance and related programs.
  • Help to create a six (6) year Capital Improvement Program and Budget.
  • Develop and implement Engineering Division programs.
  • Apply knowledge and expertise to resolve crucial issues.
  • Meet with representatives of other agencies to discuss current or proposed public and private projects.
  • Review the impact on facilities and infrastructure.
  • Coordinate the work of consultants, vendors, contractor.
  • Responsible for fiscal tasks associated with the management of operating budgets, project budgets, purchases, and contracts for equipment and services.
  • Manage and oversee assigned employees.
  • Conduct human resource tasks to include development and implementation of organizational strategies, job descriptions, and professional development requirements.
  • Create Division reports, compliance reports, and related reporting requirements.
  • Participate in Board committee and full Board meetings as required.
  • Participate in municipal council meetings as required.

Requirements

  • BS Civil, Mechanical, Chemical or Environmental Engineering.
  • New Jersey Basic Driver’s License required.
  • New Jersey Professional Engineering License required.
  • Minimum 10 years of public water systems engineering experience, including water treatment and/or distribution.
  • Minimum 2 years experience as an Engineering Manager.
  • Proficiency in the New Jersey and Federal Safe Drinking Water Act.
  • Ability to make decisions and recommendations that have an important impact on organizational activities.
  • Excellent organizational, project, and construction management skills.
  • Proficiency in Microsoft Office applications, including Project, Outlook, Excel, Word, and PowerPoint.
  • Proficiency in engineering applications such as AutoCAD, GIS, WaterCAD, etc. applications, Bentley WaterCAD hydraulic model, etc.
  • Ability to demonstrate understanding and satisfactory compliance with policies, procedures, practices, processes, and essential functions.
  • Maintain active membership and participation in professional organizations such as the American Water Works Association, New Jersey Water Association, Water Research Foundation, USEPA technical working groups, etc.
